Meeting Initiation

Chair Snow called the meeting to order at 7:00 M.

 

Conservation Commission Proposed Project #26

Greg Meister of the Conservation Commission presented a project for 154A Billings Street Conservation Restriction Stewardship. The Sharon Conservation Commission is requesting $10,000 to enable the Audubon Society to perform the required stewardship duties associated with the Conservation Restriction on the parcel of land at 154A Billings Street. The funds would come out of the Open Space category. Mr. Meister confirmed that the Audubon Society agreed to perform the stewardship duties.

 

Mr. Bluestein asked if the $10,000 is a one time fee and Mr., Meister said yes it is a one time fee and the Conservation Commission as well as the State will be provided with a yearly report.

 

Mr. Snow said that the State is requiring the Town to put another party in place to monitor conservation restrictions. He said he spoke to the Massachusetts Department of Revenue and it is required to have a stewardship.

 

Mr. Snow asked if any legal fees were factored into the application and Mr. Meister said they were not figured in but it would be an expense they will incur. Mr. Snow said that the Committee will take that up when considering the application as it is an allowed expense. ConCom does not need to redo the application.

 

Mr. Meister also mentioned that the Conservation Commission may ask the CPC to consider an application for $20,000 - $25,000 for appraisal money and to get deeds drafted. Mr. Snow said there may be restrictions on this.

 

A brief conversation ensued between the Committee members. Chair Snow recommended that an additional $5,000 be added to the request to cover potential legal expenses.

 

Ms. Desberg moved to accept the project submitted by the Sharon Conservation Commission #26 in the amount of $15,000 for the project at 154A Billings Street Conservation Restriction Stewardship. Ms. De Carbonnel seconded the motion and the Committee voted 4-0-0 in favor.

 

Library Project

Barbara Nadler of the Library provided the Committee with a preview request for additional funds for restoration work at the library. She said the windows in the Carnegie portion of the building are almost 100 years old and need to be replaced. The consensus of the Trustees is it is a good idea. Ms. Nadler provided the Committee with a proposal from Capeway Aluminum in Brockton to replace six windows.

 

Ms. Desberg asked if this request would have to first go before the Historical Commission and Ms. Nadler said it would. As this was only informational, Chair Snow suggested that the library would need to get on the next agenda with the written request in order to be on the May Town Meeting.

 

Chair Snow asked Ms. Nadler to provide an update on the vestibule renovations and she said that there have been problems in the children’s room and once cleared up the renovations can begin.

 

Minutes

Ms. Desberg moved to approve the meeting minutes of 10/21/10 as written. Ms. de Carbonnel seconded the motion and the Committee voted 3-0-1 in favor (Bluestein abstained because he was not in attendance.)

 

Chair Report/ FY2011 Budget

Chair Snow welcomed new member Mark Bluestein to the Committee.

 

Chair Snow presented the CPA Cash and revenue overview dated 2/28/11 and reviewed the balances in each category.  He stated that the State is not contributing as much to the local Towns as in the past.

 

Chair Snow provided sample articles for Spring Town Meeting that has been reviewed by Attorney Gelerman’s office. These include an article for 1. Bond payments, 2. A placeholder for funding and 3. 154 A Billings Street. He said that if projects were approved they would need to be added as well. There have not been a lot of major expenses since the CP Plan. There is flexibility within the budget because it is rolled back in.

 

Other Business

1. Chair Snow reported that the Selectmen spoke to him regarding Sacred Heart and the potential use of CP funding.

2. Ms. Desberg reported that the Community Preservation Coalition is hosting the Southeastern Massachusetts Conference on the Community Preservation Act to be held April 2, 2011 at Bridgewater State University. She will be in attendance.

3. Chair Snow submitted the Town Report for the CPC.

 

Next Meeting Dates

3/14/11 - This meeting date was chosen because projects need two votes for appropriation and enough time is needed to present to the Finance Committee.

 

 

Meeting Adjournment

Ms. Desberg moved to adjourn the meeting at 8:35 pm and Mr. Bluestein seconded the motion. The Committee voted 4-0-0 in favor.
